Add migrate-once and finalize-once tasks

These are like "migrate" and "finalize" but only called on one node (i.e. the first one). Useful for i.e. database updates.

Used for example at UOS (see https://gitlab.rz.uni-osnabrueck.de/TYPO3/typo3-4g/-/merge_requests/184).
